SHAPE PHX Release 3 Launches April 27!

Planned Downtime for Online Applications

On Thursday, April 23, 2026, the Planning and Development Department will begin the process of bringing SHAPE PHX online with our new Release 3 go-live date Monday, April 27, 2026. This will require a temporary adjustment to our operations while we work to bring expanded features to our customer portal. 

The Development Center will be open Friday, April 24, under a “limited-service model.”  Residential, Zoning and Historic Preservation Counters will be open for only walk-ins and will be served to the extent possible at these counters. All other counters will have regular appointments. 

The SHAPE PHX Portal, PDD Online and Interactive Voice Response (IVR) phone lines will be unavailable beginning at 5:00 p.m. on Thursday, April 23, 2026, and will remain offline until 6:00 a.m. on Monday, April 27, 2026. These systems are used for permit applications, record searches, inspection scheduling, payments and electronic plan review. If you need these services before April 23, we recommend accessing them before this scheduled downtime.  

While online and IVR systems are offline, customers can call (602) 262-7811 during regular business hours for emergency inspection scheduling for Friday, April 24 and Monday, April 27. While online systems and telephone payments are offline, customers can walk in during regular business hours for payment activity with payment type in hand on Friday, April 24, 2026. 

After April 27, new applications for commercial plan review, permitting, licensing, and other items in Release 3 must be submitted through the SHAPE PHX customer portal. All projects accepted before April 27, 2026, will continue processing in the legacy system (KIVA/PDD Online) to completion. Any projects submitted after April 27 will be managed and processed in SHAPE PHX to allow customers to take advantage of the portal’s new functionality. Additional communications will be sent throughout the application process.
